Job Title: Regional Finance Manager WCAR

Introduction

The Regional Finance Manager is a member of the regional management team for West and Central Africa in the Global Programmes Department. The role of the Global Programmes Department is to develop and deliver our portfolio of programme work around the world to maximise our impact on realising the rights of vulnerable children. The role of the regional management team is to develop the capacity of our country programmes in the region to maximise their impact on realising the rights of vulnerable children, and their contribution to our global impact.

Job Purpose

The purpose of the role is to build the capacity of country management teams to make best use of the financial resources and assets available to them and to manage financial risks, in order to achieve their strategic objectives for vulnerable children, and to contribute to achieving our wider regional and global objectives.

Key accountabilities

1. To work with Country Programme Directors and their management teams to build their capacity to plan and manage their financial resources and assets efficiently and effectively and to provide professional leadership to country finance managers. This will include:

a. Supporting Country Programme Directors in the recruitment and development of country finance managers
b. Coordinating induction and ongoing training and information for country line managers and country finance teams in Save the Children financial and grant management policies, controls, and authorities
c. Providing advice and guidance on development of appropriate financial controls and practices within country programmes
d. Planning appropriate “surge capacity” within the region to rapidly build finance and grant management capacity in country programmes in response to major emergencies, and coordinating their deployment

2. To promote and monitor understanding and compliance with key financial, grant and risk management policies, processes, systems, and standards within the country programmes in the region, and the regional office, recommending and tracking remedial action when necessary. This will include:

a. Key financial controls, standards, and authority limits
b. Grant management controls, processes, and reporting
c. Processes for control and monitoring of assets and stock
d. Implementation of key processes and controls for rapid onset emergencies
e. Supporting Country Directors in the planning and follow up of Internal Audit visits within the region

3. To support the Regional Director in the efficient and effective deployment and control of the overall financial resources and assets available to the region, and in the financial management of the regional office. This will include:

a. Supporting and guiding Country Programme Directors and country finance managers in the development and review of budgets, making recommendations to the Regional Director on options and choices available
b. Analysing regional budgets and management accounts and reporting on key variances, supporting line managers in identifying causes and recommended actions
c. Identifying key trends in income and expenditure, and anticipating future consequences
d. Managing the finances of the regional office and any region-wide projects
e. Coordinating information technology resources and applications across the region, and liaison with specialists at HQ

4. To participate in the development of global financial policies and standards and the spread of best practice across regions and Alliance members, as a senior member of the global finance team. This will include working directly with the Finance Director and Global Finance team to promote professional standards across the organisation.

Internal: Regular liaison with Regional Director and regional management team, with Country Programme Directors and their management teams, with country finance managers, with senior finance managers in other regions, with global finance and grants teams, and with other relevant teams at HQ
External: Contacts with peers in other comparable regional organisations

Person specification

Essential:
• At least 5 years financial management experience in a complex organisation, involving international staff – ability to adapt to cultural differences
• Successfully working without supporting resources and influencing outcomes internationally with minimal process or intervention
• Self-evident inter-personal skills that cause senior managers to seek their help and counsel in resolving financial issues maturely and with minimal disruption
• The interpersonal skills to challenge poor practice constructively, and to give direct actionable feedback on control failures
• An understanding of how to develop a strong professional support network in the region, without short-circuiting line management, and to play an active part in global professional networks
• The ability to speak and write clear English succinctly as a primary working language
• The personal circumstances to be able to travel internationally for 90-100 days a year

Desirable:
o NGO experience, especially in a field-based environment
o Experience of working outside own country
o The ability to speak relevant international or national languages of the region to an effective working standard
