JOB PROFILE

Job Title: Regional Resourcing Co-ordinator, Newborn and Child Survival and Fragile States
Reports to: Regional HR Manager, with dotted line to the Global HR team (to be specified)
Grade: International grade 3 or equivalent national grade
Child Protection Level: The responsibilities of the post may require the post holder to have regular contact with children or young people and, in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow expatriates unsupervised access to vulnerable children and young people.

Job Purpose
The role of Regional Resourcing Co-ordinator, under the supervision of the Regional Human Resources Manager, is to provide effective, transparent and legally compliant international staffing services to hiring managers to support resourcing for two annual organisational priorities - the Everyone Campaign and ongoing work in Fragile States, aiming at focusing on delivering effective programmes for the children we seek to serve.

This will be accomplished through the forecasting, sourcing, screening, assessment and placement of executive, professional and technical personnel in a timely and cost effective manner. A strong customer service orientation is required along with the ability to anticipate emerging organisational staffing trends and external market trends.


EVERY ONE Campaign
Every One (or Newborn and Child Survival) is our campaign to stop children dying. By 2015, we’ll make sure that every year nearly 6 million fewer children die before their fifth birthday. We’ll save children’s lives ourselves and work with others to save lives.
Our vision is that within five years no child under the age of five dies from preventable causes and public attitudes will not tolerate a return to high levels of child deaths.

Our goal is that Millennium Development Goal 4 (MDG4) is achieved. This means that child mortality is reduced by two thirds in 2015 - saving the lives of almost six million children each year.

Fragile States
Save the Children seeks to be an ambitious and expanding organisation. Specific goals around child survival, fragile states and emergency response are targeted at dramatically increasing impact and the funding levels required to deliver it. These cornerstones of SC strategy demand a significant scale up of activities and an increased ability to deliver goods and services directly to the most vulnerable children in some of the most difficult contexts in the world – Fragile States.

Key accountabilities

The scope of this role will include:
• Supporting country programmes (and where agreed take the lead) on end to end resourcing for key posts in Newborn and Child Survival and Fragile States.

• Working with country programmes to develop a sourcing and retention strategy for Newborn and Child Survival and Fragile States core posts, including alternative and creative sourcing for key international roles.

• Providing best practice guidance and support to recruiting managers on recruitment planning; presentation of roles, assessment e.g. job descriptions and advertisements and applicant care.

• Reviewing and analysing recent recruitment campaigns to assess current timelines, resourcing channels and quality of applications and in particular

• Working with HR to ensure the correct candidate information is obtained and Code of Conduct and Child Safeguarding checks are followed. Comply with the requirements of Save the Children’s Child Safeguarding Policy to ensure maximum protection for children

• Tracking and monitoring the success of recruitment campaigns and advise country programmes on how best to do this

• Creating guidance and best practice on the above.


Person specification
Essential
1. Able to demonstrate strong experience of end to end recruitment best practice from across a variety of sectors.
2. Significant experience of using proven assessment and selection methodologies.
3. Significant experience of using international recruitment media and of targeting international recruitment markets, including direct sourcing methodologies.
4. Experience of using e-recruitment systems and other IT applications in recruitment and selection.
5. Resourcefulness and creativity in order to develop the role and its contribution to the team and wider organisation and to continually develop Save the Children’s resourcing capability.
6. Highly developed communication skills both written and oral in order to establish effective relationships with a wide variety of external and internal audiences.
7. Proven analytical skills
8. Customer orientated, flexible approach. Able to deal with applicants, new recruits and internal clients in a customer focused and effective way. Solution focused with the ability to work quickly and flexibly in changing circumstances.
9. A willingness and ability to travel
10. A commitment to Save the Children’s vision, mission and values
11. For position in West and Central Africa – candidates must be able to speak French and English.

Desirable
1. Ability to speak one of the major foreign languages spoken by staff and potential employees.
