Job Title: Regional Grant Officer, West & Central Africa

The Save the Children UK Regional Office for West and Central Africa co-ordinates programs in 7 countries. It is our intention to focus increased effort on making positive and lasting change for children across the region.

The Grant Officer is a member of the regional team for West and Central Africa in the Global Programmes Department. The role of the Global Programmes Department is to develop and deliver our portfolio of programme work around the world to maximise our impact on realising the rights of vulnerable children. The role of the regional management team is to develop the capacity of our country programmes in the region to maximise their impact on realising the rights of vulnerable children, and their contribution to our global impact.

Job Purpose
• To assist countries to effectively manage the accountability and compliance requirements for donor funded projects in the region.

• To facilitate meeting donor requirements through adherence to grant requirements, timely and accurate reporting as well as maintain relations with donors

• To be responsible for production of reports (both narrative and financial) and proposals/budgets to dissemination standard and timeliness as required in donor contracts.

Key accountabilities
• Manage the grants and donor funding for SC projects (in support of project managers), including sub-grants in UP or operational member situations.

• Monitor and compile grant monthly and quarterly key performance indicators.

• Monitor and follow up on outstanding donor debt.

• Maintain an accurate and up to date database of grants (finished, current and proposed) showing donor, start/end dates, reporting schedule including actual submission dates and budget use.

• Coordinate the writing of project reports (both narrative and financial) to dissemination standard for Save the Children and donors in accordance with compliance requirements (with the assistance and support of project managers)

• Coordinate the development of project proposals to dissemination/submission standard as required (with the assistance and support of project managers)

• Support the Regional Director and the Regional Finance Manager to respond appropriately to audit requirements for both present and past projects

• Conduct internal audits of processes and protocols to on compliance levels

• Assist the Regional Finance manager in the development of regular reports as required

• Keep the finance database updated with the incomes received for the region’s grants; with the dates of reports sent to donors; with the GIK received

• Check budgets and find out any potential areas that can bring risks for the organization;

• Put in place a proper electronic and hard copy filing of all documents per Save the Children procedures;

Person specification

• High level skills in teaching, mentoring, capacity building, team development, around management of accountabilities and compliance in relation to donor funding

• Ability to work as a team with programme staff at all levels without holding any direct line management authority

• Demonstrated ability to lead teams with members of extremely varied skills, experience and background

• High level skills in written standard English and ability to transform documents and reports developed by programme staff into dissemination standard documents

• Knowledge of compliance requirements for major donors, including USAID, ECHO, EU and EC SCUK Internal Audit and ability and skills to establish compliance systems with SC staff

• Ability to and experience of establishing partnership management and monitoring protocols with local NGO partners

• Ability to present, discuss and supervise compliance with grants monitoring protocols with team members of varying levels

• Demonstrated ability to rewrite, edit, construct from scratch written reports to donors in a timely manner and to manage the correspondence involved in establishing agreements on reports

• Demonstrated ability to develop financial and narrative reports for a range of projects

• Demonstrated ability to develop and maintain effective project files for accountability and audit purposes

• Demonstrated ability to develop project proposals with teams and to successfully negotiate acceptance of agreements with donors

• Demonstrated international exposure.
